According to the Constitution nobody but the Chairman of the VRU may sign bills
It was told to the IMC (InterMedia Consulting) by MP from the Lytvyn Bloc Oleh Zarubinskyi when he commented intention of the PR to address to the Constitutional Court for explanation of right of the First Vice-Speaker to sign resolutions and bills passed by the VRU.
According to the MP, no alternative version can be there in the Constitution. Nobody but Speaker may sign bills and resolutions.
But it is a doubtful task to predict decisions of courts in Ukraine," Zarubinskyi told.
He noted that those political forces who strived for early elections were interested in a "technical" Speaker to make him sign all necessary papers including amendments to the State Budget concerning financing of early elections.
"Absence of Speaker is a satisfactory decision too because the President will have right to announce early elections," the IMC's interlocutor summarized.
